International action of Academies: between cooperation, networking and scientific diplomacy – 18th-21st century

Entre 23 e 26 de Março de 2022, o projecto H2020 InsSciDE - Inventing a Shared Diplomacy for Europe terá a sua conferência de encerramento em Lisboa, com organização pelos membros do CIUHCT Maria Paula Diogo, Ana Simões, Paula Urze e Daniel Gamito Marques. A conferência será precedida (22 de Março de 2021) por um colóquio de um dia subordinado ao tema The international action of the Academies: between cooperation, networking and scientific diplomacy. (XVIII°-XXI° centuries) que terá como anfitriã a Academia das Ciências de Lisboa. Anexa-se a call deste colóquio, encorajando a participação de CIUHCTers e pedindo a sua divulgação.
International action of Academies: between cooperation, networking and scientific diplomacy – 18th-21st century

The Academies were involved in international action very early on. As from the 18th century, they played a notable role in the circulation of ideas across borders. Their status made them the actors of a scientific universalism but also ambassadors of their country. The election of foreign members was an essential element of this circulation of ideas and the constitution of informal networks. Specific bilateral agreements have also enabled a new development of relations between academies. These agreements emphasize more strongly the institutional dimension of the academies and their capacity to build specific networks beyond the personal relationships between scientists. The collective action of the academies was directed in an original way after the Second World War towards specific fields. They took initiatives to defend human rights and acted for scientists persecuted in totalitarian countries. While remaining faithful to their original mission of promoting and defending science, the Academies thus took on key subjects at the international level, such as ethics, development and the environment. Global issues are thus progressively integrated into this continuum which sees scientists trying to contribute to the common good in a transnational way.
In the dynamics of internationalization, new forms of joint work between academies have appeared since the last third of the 20th century with two main models. The networks of national academies and the academies integrating scientists from a large group of nations within a single structure. These phases of the international involvement of the Academies and their role in the affirmation of a Science Diplomacy will constitute the key questions of our study day which will also mobilize the concept of "Science Diplomacy" in connection with the InsSciDE research program https://www.insscide.eu which mobilizes. Indeed, it is not insignificant to note that the Academies have played a significant role in its structuring, notably with the Royal Society's report in 2010 published with the AAAS.
The aim of this day will be therefore to make a first assessment of these questions already addressed by some works but in a scattered and incomplete way. More in-depth perspectives, based on work in progress or research proposals, will also be welcome.
Papers may thus take the form of already completed texts or "work in progress". Historiographical points will also be valuable, as will presentations of documentary and archival sources.
Thus, without excluding other approaches, four types of communication can be identified.
Monographs devoted to an academy and its international action (origins, types of internal structuring, means, interactions with other actors in the country concerned and in particular with national diplomacy.
Monographs presenting the origin, creation and development of structures with an international vocation. They can be integrated, such as the European Academy of Sciences and Arts or the African Academy of Sciences. They can be federative, such as the All European Academies.
Approaches dedicated to a specific academy or to a group of academies that are transversal to the action of the academies in the fields that have marked their international commitment (human rights, environment, development, etc.)
Cross-cutting and synthetic approaches to the main elements of the internationalization of the academies (foreign members, shared conferences, visits, cooperation agreements, etc.)
All geographical areas as well as all types of academies (Sciences, Arts, Technologies) can be addressed by the communications.
Our meeting opens a process that aims to publish a collective work at De Gruyter. It will therefore welcome papers presenting research in progress or finalized in order to initiate a dynamic towards the realization of a reference work. Papers based on work already published in other forms but likely to be used collectively for the reflection of our group will also be welcome for the Lisbon meeting.
A one-page abstract outlining the topic being addressed and a curriculum vitae are due by December 23, 2021.
The decision of the organizers concerning the selection of the papers will be transmitted on January, 10, 2021.
